Participant In MPD Program Faces New Charges, Jail Time | News

A 22-year-old man who was participant in the Madison Police Department's Special Investigations Unit is in trouble again with the law, according to police.
Last November, the SIU put 10 repeat violent offenders on notice. They were told to turn turn their lives around, or face the prospect of going back behind bars. One of those men was Emon V. Hollins, police said.
"Mr. Hollins was provided with numerous resources, all of which could have helped him become a productive member of this community," said SIU leader Lt. Tom Woodmansee in a news release. "Instead of embracing the community's help, Mr. Hollins decided to continue a life of crime."
On Nov. 16, Hollins was arrested for a probation violation, but SIU detectives dug deeper and found he he had engaged in more acts of domestic violence. New criminal charges are pending in the Dane County District Attorney's Office, police said.
In addition, a revocation hearing was held Wednesday before an administrative law judge at the request of the State Department of Corrections which alleged Hollins violated his probation by issuing repeated threats against Dane County Jail deputies and a victim he had threatened in the past.
If the administrative law judge decides to revoke his probation, Hollins could face more than six years in prison as he has a past prison sentence that was not served. A decision is expected in the next 10 days, police said.
Hollins' probation stems from a 2009 Madison case in which he began shooting at two men inside an SUV outside a West Side apartment complex, police said. One round shattered a window of the vehicle, while two others penetrated the bedroom windows of children who lived in a nearby apartment, police said.
Hollins was sentenced to six years in prison and six years of extended supervision for the gunfire, police said. They said the sentences were stayed and he ended up with a year in the county jail and eight years probation.
Hollins entered the SIU arena with five felony and seven misdemeanor convictions, police said. They said he also faces two new charges of domestic criminal damage to property and domestic unlawful use of a telephone.
